
No Child Left Behind

It's the goal of the Florida Legislature that every student read at or above grade level. The practice of socially promoting struggling readers or allowing them to move on to the next grade without demonstrating the skills needed to become successful readers deprives students of the opportunity to "read to learn."

Section 1008.25, Florida Statutes
ensures that no student is promoted from third grade without demonstrating proficiency in reading. The law also requires districts to set up a comprehensive program for student progression that gives all students the opportunity to learn to read... and to read to learn.
(1) INTENT -- It is the intent of the Legislature that each student's progression from one grade to another be determined, in part, upon proficiency in reading, writing, science, mathematics; that district school board policies facilitate such proficiency; and that each student and his or her parent be informed of that student's progress...
(7) ... strategies prescribed by the school district, which may include, but are not limited to: ... Tutoring or mentoring.
